Development and implementation of effective strategic planning using information systems.

One of the discussions that took place within the framework of the XVI All-Russian Forum of Strategists was devoted to this topic.

To improve the efficiency of the state strategic management system in Russia, intelligent technologies are being developed and implemented to automate the procedures and processes of strategic planning (SP). In 2015, the Ministry of Economic Development began to create a federal strategic planning information system (FIS SP), which is a register of strategizing documents at all levels: federal, regional and municipal.

According to Denis Gainulin, Deputy Director of the Department for Strategic Development and Innovation of the Ministry of Economic Development, the system already contains about 57,000 documents, and every day the volume of data increases by 300-800 new materials. The formation of the registry, according to the expert, revealed a range of problems in the field of joint ventures. He named the main ones: this is the creation of a document for the sake of a document (the targets contained in them are not achieved), as well as the lack of coherence and balance within the documents.

“We see that one indicator has different wordings for different departments, and the numbers themselves are different - for example, one department has an average life expectancy of 78 years, another - 75 years,” Gainulin gave an example.

Another key problem is the lack of skills in working with this data, and the professional development of the participants in the joint venture should correct this situation.
So far, there is practically no monitoring of the implementation of plans, and the adjustment of these plans is not carried out in time. Therefore, the implementation of Federal Law No. 172 “On Strategic Planning in the Russian Federation” adopted in 2014 does not consist in the number of documents entered in the register, issued resolutions and guidelines . The goal is to create by 2020 a digital platform that automates the JV process from the moment a decision is made on the need to develop a particular document to the completion of its life cycle after monitoring the achievement of the stated goals. For this, more data, simulation, artificial intelligence, cloud technologies should be used. Only in this case can we talk about the formation of an intelligent system to support management decision- in the field of joint ventures and the main elements of the digital state.

Other speakers spoke about the need to work with big data when developing information systems. Tatyana Popova, Deputy General Director of IBS Expertise, believes that it is important to learn how to collect "traces" in the information space before they become visible to other market participants. This requires special competencies that are in demand all over the world.

“Integration of materials from a wide variety of sources allows you to fine-tune the forecasting model and improve the effectiveness of the measures taken. Prescriptive analytics uses all the variety of information, and the current level of technology development allows collecting and analyzing it almost in real time,” Popova said.

Vice-President of the CSR Maria Shklyaruk in her speech recalled that as part of the overall development strategy of the country in the new political cycle, the Center for Strategic Research has formed its vision of public administration reform. A big obstacle to strategic development and changing the management model is the slowness of the system: a large amount of time passes between decision-making and its execution.

“We need speed and flexibility, the ability to quickly change the mechanisms for achieving the goal. All this is impossible without the emergence of a culture of decision-making based on an array of data, so government officials must work in conjunction and in constant contact with IT departments,” Shklyaruk noted.

She also stressed that the data should include non-state sources, as it often accumulates better information.
Thus, the indicators provided by mobile operators and retailers form a more accurate picture of consumer demand than the reporting of the statistical agency. One of the important components of the country's development strategy is the implementation of the concept of "the state as a platform", in which independent suppliers and consumers will be able to use government data and services, Shklyaruk noted. “The development of technology is an attempt to move away from an outdated management model. There is no need to try to use technology to digitalize the existing chaos, you should start from scratch: using the opportunities that are available, build other methods of management,” Shklyaruk said. According to her, the approach is important - the goal is more important than the functions. Now in many departments there is duplication of functionality, confusion with areas of responsibility, therefore, in order to implement the strategy, it is necessary to set a goal and form a professional team of managers to carry out reforms.

The topic of applying technologies was also discussed at another session of the forum, dedicated to the prospects for introducing artificial intelligence into the public administration system. Speaking about the transformation of state and public institutions, the participants of the discussion talked about the possibility of transferring the right of independent decision-making to rapidly developing technologies. Today, this opportunity is widely used by business, which makes it possible to achieve high efficiency, and, according to a number of experts, this prospect awaits the existing state institutions.

As Pavel Demidov, Head of the Communications Policy Department of the Center for Strategic Research, noted, while there are barriers to the introduction of machine control, these are issues of trust and security. On the one hand, machines work better than people in many ways, but not all people have confidence in artificial intelligence: most citizens think conservatively, and this is normal. “If people are afraid to give the car the right to drive around the city on its own, then it is even more difficult to allow a complex car to run the state,” Demidov said.

If trust in a person is built on reciprocity, then trust in a car can only be built on the predictability factor, and this is very difficult to achieve. Touching upon the topic of security, he noted that, developing artificial intelligence, humanity will more and more think about the possibility of an uprising of robots. As Pavel Demidov concluded, the prospect of using intelligent information systems in public administration is a story of coexistence with artificial intelligence, co-integration with it. “We need to learn now to interact with him so as not to lose ourselves,” summed up the representative of the CSR.

Establish that the Ministry of Economic Development of the Russian Federation provides clarifications on the application of the Procedure approved by this resolution.

Federal executive authorities to develop, publicly discuss and approve draft strategic planning documents developed at the federal level in accordance with the attached Procedure;

Recommend the executive authorities of the constituent entities of the Russian Federation and local governments to develop, publicly discuss and agree on strategic planning documents developed at the level of the constituent entity of the Russian Federation and the level of the municipality, taking into account the specified Procedure.

The procedure
for the development, public discussion and approval of draft strategic planning documents

1. This Procedure determines the rules and terms for the development, public discussion and approval of draft strategic planning documents that do not contain official information of limited distribution or information constituting a state secret.

3. In order to develop, public discussion and approval of draft strategic planning documents, the federal information system of strategic planning (hereinafter - FIS SP) is used.

4. The development of strategic planning documents is carried out in the manner and terms determined by the legislation of the Russian Federation, regulatory legal acts that determine the procedure for the development and adjustment of strategic planning documents.

5. Draft strategic planning documents, explanatory notes to them are posted on the official website of the body responsible for the development of the strategic planning document, as well as in the FIS SP, taking into account the requirements of the legislation of the Russian Federation on state, commercial, official and other secrets protected by law

5. The strategic planning participant responsible for the development of the strategic planning document (hereinafter referred to as the developer), using a unified identification and authentication system, forms in the FIS JV a passport of the draft strategic planning document, which contains:

a) the name of the developer;

b) type of strategic planning document (strategic planning document developed as part of goal setting, strategic planning document developed as part of forecasting, strategic planning document developed as part of planning, strategic planning document developed as part of programming);

c) the level of the strategic planning document (federal, regional, municipal);

d) the name of the draft strategic planning document;

e) draft strategic planning document;

f) an explanatory note to the draft strategic planning document;

g) information on the period of public discussion of the draft strategic planning document;

h) date of commencement and completion of public discussion of the draft strategic planning document;

i) contact information of the responsible person of the developer (e-mail address, contact phone number);

j) a link to a draft strategic planning document in cases where its public discussion is carried out using other information systems (websites), in accordance with regulatory legal acts;

k) other information related to the development, public discussion and approval of the draft strategic planning document.

6. In order to conduct public discussion of draft strategic planning documents, no later than the day the draft strategic planning document is placed in the FIS SP, the developer sends information on its placement, indicating the start and end dates of public discussion to the following bodies and organizations:

a) the Public Chamber of the Russian Federation;

b) Expert Council under the Government of the Russian Federation;

c) Analytical Center under the Government of the Russian Federation;

d) All-Russian public movement "PEOPLE'S FRONT "FOR RUSSIA";

e) other organizations that it is advisable, in the opinion of the developer, to involve in the public discussion of the draft strategic planning document.

The developer generates in the FIS SP a list of recipients of this information and indicates the e-mail addresses to which the mailing is carried out.

7. The general term for public discussion of draft strategic planning documents is:

7.1. at least 15 calendar days in case of development of the following strategic planning documents developed at the federal level:

a) a draft forecast of the socio-economic development of the Russian Federation for a long-term period;

b) a draft forecast of the socio-economic development of the Russian Federation for the medium term;

c) draft budget forecast of the Russian Federation for the long term;

d) a draft of the main directions of activity of the Government of the Russian Federation;

e) draft schemes for territorial planning of the Russian Federation;

f) draft state programs of the Russian Federation in case of amendments to them.

7.2. at least 30 calendar days in case of development of the following strategic planning documents developed at the federal level:

a) a draft strategy for the socio-economic development of the Russian Federation;

b) draft sectoral strategic planning documents of the Russian Federation;

c) a draft strategy for the spatial development of the Russian Federation;

d) draft strategies for the socio-economic development of macro-regions;

e) draft forecast of scientific and technological development of the Russian Federation;

f) draft plans for the activities of federal executive bodies.

7.3. at least 60 calendar days in case of drafting new state programs of the Russian Federation.

8. The developer is obliged to consider all proposals received within the established timeframe based on the results of public discussion of the draft strategic planning document (hereinafter referred to as proposals).

9. If there are proposals, the developer places in the FIS JV a list of the most significant, in the opinion of the developer of proposals (hereinafter referred to as the list of proposals), indicating the position of the developer, no later than the day the draft strategic planning document is sent for approval by the federal executive authorities, executive authorities of the subjects the Russian Federation, other participants in strategic planning (hereinafter referred to as stakeholders).

10. If there is no need to agree on a draft strategic planning document with interested participants, a list of proposals indicating the position of the developer is posted by the developer in the FIS SP no later than the day the draft strategic planning document is sent to the strategic planning participant authorized to decide on the approval (approval) of the relevant strategic document planning.

11. After the expiration of the established period of public discussion of the draft strategic planning document, the developer sends to the interested participants for approval in the prescribed manner , finalized taking into account the proposals, the draft strategic planning document, using the FIS SP.

12. The direction by the developer for approval to interested participants of projects of strategic planning documents, during the development of which these Rules were not observed, is not allowed.

13. Information on the results of the coordination of the strategic planning document by the interested participants in the project is posted by the developer in the FIS SP, no later than the day the draft strategic planning document is sent to the strategic planning participant authorized to make a decision on the approval (approval) of the relevant strategic planning document.

14. After the approval (approval) of the strategic planning document, the developer ensures its placement in the FIS SP in accordance with the rules for state registration of strategic planning documents and maintaining the federal state register of strategic planning documents.

Automatic filling of the FIS FRDO eliminates the possibility of errors, since the certificates themselves are printed from the program with the same data.   • the gender of the graduate is filled in automatically; in case of an error, you can correct it by selecting from the list;
  • year of admission the program calculates automatically, but it needs to be checked and corrected, since both external study and re-training are possible;

    Attention! There are no federal-level guidelines for completing the template. Regional documents may interpret the year of receipt in different ways.

    In some regions, for example, for grades 9 and 11, it is required to indicate the year of admission to grades 5 and 10, respectively, and when transferring to another school, the year of actual admission to the school that the graduate graduates from.

    I received a response to a request to the FIS FRDO technical support: "The actual year of admission to your school is indicated. That is, either in the first grade or the year when the student was transferred to your school. The term of study is calculated automatically and may differ from the standard."

    The point of view of FIS FRDO technical support is closer to me, so in the program I automatically set the year of admission to the first grade, so that it turns out 9 and 11 years. However, in the new version of the program, I chose the method for automatically calculating the year of receipt for both options. Setting and recalculation of the year of admission is done in "Graduates" - stretch the window to the right.

    So that you do not have problems, I advise you to get an official answer from your department of education. Then, if necessary, you can stretch the window to the right in "Graduates" and correct the year of admission. The training period will be automatically calculated.

  • citizenship (now not mandatory) is selected from the list of wordings accepted in the FIS FRDO. Citizenship of the Russian Federation is automatically filled in, if this is not the case, correct it by selecting from the list;
  • place of birth of the graduate (now not required). The place of birth is filled both manually and from the autocomplete list. The list can be edited:
    • enter a new name, press Enter and click on the column heading - the program will offer to add it to the list;
    • select a name from the list and click on the column heading - the program will offer to remove it from the list.
  • SNILS is not required to be filled in now, but the program allows you to enter it.

When issuing duplicates, it is possible that the full name of the graduate in the original and in the duplicate differs - for example, due to an error or a change in surname. The program allows you to do this:

  • the data of the original are indicated in the year of the actual issuance of the initial certificate. First, specify the NEW variant of the full name and issue a duplicate - this variant will be saved in the duplicate;
  • after that, set the switch to "Edit" and correct the full name to the OLD version. After clicking on the "Save" , answer the question about replacing the full name in the duplicate.

You can check the correctness of the full name in the duplicate in "Duplicate Data and Printing" , as well as in the book of the current year in the class with the "Double" .

If you didn’t immediately manage to write down the full name options correctly, then when editing the full name of the graduate (set the switch to "Edit" ) after clicking on the "Save" , when asked about replacing the full name in the duplicate, answer:

  • if a NEW option is entered - "Replace the full name in the duplicate" ;
  • if the OLD option is entered - "Do not replace the full name in the duplicate" .

On the "E-book" , to fill in the data, enable the "FRDO Data" - the grade fields and some others will be hidden and the FRDO data fields will become available. Check the filling of the data and, if necessary, correct:


  • level of education (basic or secondary) is filled in automatically. Can be corrected by selecting from the list;
  • status (original, duplicate, lost) is filled in automatically, cannot be corrected;
  • confirmation of loss and confirmation of exchange are filled in automatically and are not shown here;
  • the type of document (name for the currently issued certificate or duplicate) is filled in automatically. When filling out for previous years, you can select from the list manually, while you can select outdated items (for example, a certificate with a gold medal).

After filling in the data, generate a file for FIS FRDO . In "Elkniga" press "Data export" .

Use the radio button to select the amount of output data - for all parallels of the year or only for the selected parallel. Then click "Export data for FRDO" .
